The Electronic Data Gathering, Analysis, and Retrieval (EDGAR) system is undergoing a significant transformation with the introduction of EDGAR Next. This update is designed to enhance filer access and account management by integrating modern security measures and streamlining the submission process. EDGAR Next will require filers to transition to a new dashboard, use multi-factor authentication through Login.gov, and comply with updated filing procedures. The SEC has set a phased timeline for the transition, with mandatory compliance by December 2025.

EDGAR Next Transition Timeline

Beta testing for EDGAR Next will begin on September 30, 2024, allowing filers to explore the new system. The new EDGAR Filer Management dashboard will officially launch on March 24, 2025. The legacy EDGAR filing system will be phased out by September 12, 2025, with full compliance required by September 15, 2025. The final deadline for enrollment is December 19, 2025, after which filers who have not transitioned must submit an amended Form ID by December 22, 2025, to regain access.

Key Changes in EDGAR Next

The SEC adopted changes to EDGAR filer access and account management on September 27, 2024. The new system will require filers to use Login.gov credentials for secure access, incorporating multi-factor authentication. Additionally, an amended Form ID will be introduced, which must be submitted through the dashboard for access. Filers will need their current passphrase and CCC to complete the enrollment process. Those without these credentials should obtain them before March 24, 2025. Enrollment is open between March 24 and September 12, 2025, and compliance is mandatory from September 15, 2025, to continue making submissions.

Transitioning to the New EDGAR Filer Management System

The new EDGAR Filer Management dashboard will be the central hub for all filing activities. Access to this dashboard will require Login.gov credentials, ensuring secure authentication. The enrollment process has been streamlined to facilitate a smooth transition for existing EDGAR filers. To prevent login issues, filers must ensure that the email used for Login.gov matches the one intended for EDGAR. Using a separate professional email for EDGAR-related activities is recommended.

Existing filers must complete their enrollment on the dashboard. To aid in this transition, the SEC will host a webinar on November 21, 2024, along with an instructional video providing step-by-step enrollment guidance. New and un-enrolled filers who lack the necessary credentials must submit an amended Form ID via the dashboard to gain access to EDGAR Next.

Important Filing Changes & API Availability

EDGAR Next introduces API access, which will be available to filers who have successfully enrolled or whose amended Form ID applications have been approved after March 24, 2025. Filers can continue using the legacy EDGAR system until September 12, 2025. The process for ABS Issuing Entities will also change, as ABSCOMP submissions will now be managed through the new dashboard, replacing the existing retrieval/edit feature.

To help filers adapt, the Adopting Beta Testing environment will remain available through December 19, 2025, allowing users to test login requirements and submission processes before the compliance deadline.

Compliance & Final Deadlines

By September 15, 2025, filers must comply with all Rule 10 and EDGAR Filer Manual requirements. The SEC will deactivate legacy EDGAR credentials, including passwords, passphrases, and PMACs, meaning these credentials will no longer be valid for filing. However, they can still be used until December 19, 2025, for enrollment purposes. Filers who fail to enroll before September 15, 2025, can still enroll and submit filings until the final enrollment deadline of December 19, 2025.

After 10:00 p.m. on December 19, 2025, any filers who have not enrolled will be required to submit an amended Form ID to regain access to their EDGAR accounts and continue making submissions.

To ensure a smooth transition, filers should obtain necessary credentials well before March 2025 and complete their enrollment between March and September 2025. Attending SEC webinars and reviewing instructional materials will be essential for understanding the new filing system. Additionally, filers should utilize the Adopting Beta environment to test their access before the compliance deadlines.
